PROBLEM/ISSUE STATEMENT
The Council is being ask to approve the purchase of six LifePak 15 v4 monitor / defibrillators units at a total cost of $185,905.78 from Stryker / Physio Control, Redmond Washington to replace LifePak 12 units whose manufacturer has been discontinued. In addition, in alignment with FDA's final order 'Effective Date of Requirement for Premarket Approval for Automated External Defibrillator Systems, " accessories and disposable specific to these devices will no longer be approved for sale in the US after February 3, 2020. LifePaks are more than just defibrillators. They constantly monitor heart rates, and alert the users to sudden changes. They allow for 12-Lead EKG acquisition and interpretation and LifePak 15 models include a CPR Metronome that verbally tells the rescuers when to ventilate the patient and can transmit the information to the hospital emergency department prior to patient arrival. Physio-Control is the sole source provider of Lifepak equipment, fire personnel have been trained on Likepak equipment and will not need to be fully retrained, factory-authorized inspections and repair service provider for LifePak monitors / defibrillator units currently in service in the Fire Department.
ALTERNATIVES ANALYZED
City Council may approve or disapprove the purchase of six (6) LIFEPAK 15 v4 monitor/defib AED units using the $177,000 earmarked for that purpose.
FINANCIAL IMPACT
Program [similar to existing ERP/Equipment Replacement Program] was established to purchase items unique to public safety divisions. $177,000 has been earmarked in the program for the replacement of existing LIFEPAK 12 AED units. The quote received from Stryker / Physio Control is $185,905.78, which includes a $6,500 per unit trade-in allowance for 4 of our LIFEPAK 12 AED Units. The $8,905.78 difference will be funded out of the department's EMS supply budget.
RECOMMENDATION
Staff recommends approval of purchasing six LIFEPAK 15 v4 Monitor/Defib AED units for the Fire Department using the funds earmarked within the Public Safety Equipment Replacement fund.
