W.O. 19-19 -- Phase 3 Partial Landfill Closure, Bid Award

PROBLEM/ISSUE STATEMENT

The Landfill currently has an excessive amount of space open for active landfilling operations.  The lower section of Cell #3 has reached its final elevations, so that section can be covered with a permanent soil cap and closed to further operation.  W.O. 19-19 includes the construction/installation of a 4-foot thick soil cover system on this 12.3 acre section.  The project also includes installing permanent erosion control under the drainage ditches, lining the south run-off ditch adjacent to Cell 3, other drainage and erosion control improvements, and seeding.  Bid Alternate #1 includes lining the north run-off ditch adjacent to Cell 3 and associated erosion control improvements.

The bidding for this contract was advertised July 12, 19, and 26, 2019, in The Yellowstone County News and on the City's website.  Bids were opened July 30, 2019, and KLE Construction was the lowest responsible bidder.

ALTERNATIVES ANALYZED

The Council may:
  • Award a contract to the low bidder, KLE Construction, in the amount of $749,383.00; or
  • Reject all bids, which will keep the amount of open landfilling space greater than what is needed, which ultimately results in greater costs to the Solid Waste Division.

The project is being funded by Solid Waste funds as approved in the FY 2020 CIP.  There are adequate funds available for the contract.
 

RECOMMENDATION

Staff recommends Council award a construction contract to KLE Construction LLC for the Base Bid and Bid Alternate No. 1 of W.O. 19-19 -- Phase 3 Partial Landfill Closure, in the amount totaling $749,383.00.
