The City of Billings utilizes Public Safety Software from New World Systems, Inc.  This contract is for the Standard Software Maintenance Agreement (SSMA) for the next three years on the following main modules: Computer Aided Dispatch (CAD), Law Enforcement Records, Fire Records, Corrections Management Software, various hardware and software modules associated with mobile computing, and other miscellaneous modules.  These modules are used by the Billings Police Department, the Billings Fire Department, the 9-1-1/Communications Center, and partially by the Yellowstone County Sheriff's Department.  The contract identifies the SSMA charges for each individual year from November 2010 through October 2013.  The annual amounts of $ 170,224, $ 178,732, and $ 184,093 will be billed to the City of Billings annually in advance of the defined annual coverage periods.  The SSMA is critical to the support and reliability of these Public Safety Modules and can only be provided by New World Systems, Inc.

No alternatives were analyzed.  New World Systems is the only entity that can provide support on their software modules.

The annual charges for the SSMA for New World Systems support of the City's Public Safety Systems is paid for through the Police, Fire, 9-1-1/Communications Center, and Information Technology annual budgets.  Information Technology is reimbursed through a payment from the Yellowstone County Sheriff's office for their portion of the annual maintenance fee.  The total annual charges are defined in this contract as $ 170,224 for the period of 11/1/2010 - 10/31/2011, $ 178,732 for the period of 11/1/2011 - 10/31/2012, and $ 184,093 for the period of 11/1/2012 - 10/31/2013. 

Staff recommends that Council approve the three (3) year Standard Software Maintenance Agreement for support of the New World Systems Public Safety Software.
