PROBLEM/ISSUE STATEMENT

On 06/24/2019 City Council was presented a draft request for proposals for a City Hall facility. City Council directed staff to issue the RFP for the purpose of gathering proposals for a consolidation of City Offices into a single or grouped facility in the downtown area of Billings.  These proposals will be utilized to review available options by City Staff and Council, set direction for the future to fund and set a course for the future of City Hall facilities. On 07/18/2019 the request for proposals was advertised and it closed on 08/14/2019. 6 proposals were received from the following:
The Boyer Company
NAI Business Properties
WC Commercial LLC
Collaborative Design Architects
Miller Trois
Fagg Family Properties LLC

The RFP indicates a committee of individuals representing the City of Billings will evaluate the proposals and summarize results to the City Council. The City of Billings reserves the right to work with the proposers to verify questions and may request a firm to make a presentation to City Council. The committee will begin evaluation of the proposals. 

ALTERNATIVES ANALYZED

City Council is being asked to select 2 council members to be part of the selection committee.

FINANCIAL IMPACT

No direct financial impact at this time.

RECOMMENDATION

Staff recommends City Council appoint 2 council members for the selection committee. The selection committee will report back to the full City Council the evaluation results.
