PROBLEM/ISSUE STATEMENT
City Council will consider awarding a professional engineering services contract to HDR in the amount of $135,200 for design, bidding and construction administration services on W.O. 20-08: Low Service Pump Station No. 1 Backup Generator. The project consists of utilizing an existing 800 kW generator being relocated from the Water Reclamation Facility to the Water Treatment Plant. A new building will be constructed to house the new generator and provide additional storage space for plant equipment. Communication and electrical duct banks will be constructed from the new building to the chemical building and the low service pump station.
HDR was selected based on City staff review of four project proposals submitted by prequalified firms that have considerable electrical and generator experience. The other firms considered for the work were AE2S, Bartlett&West, and Morrison Maierle.

ALTERNATIVES ANALYZED
City Council may:
- Award the professional engineering services contract to HDR, or;
- Disapprove award of the construction contract to HDR. If the project is not completed, Low Service Pump Station No. 1 which also serves the L Structure, Screening Building, and Control Structure will not have permanent standby backup power for water system intake redundancy and resiliency.
FINANCIAL IMPACT
Funding for this project has been approved by City Council for FY 20 in the Capital Improvement Plan (CIP) and is sufficient for the engineering design and construction administration portion of the project. The project will use water funds.
RECOMMENDATION
Staff recommends that the City Council award a professional engineering services contract for the design and construction administration of W.O. 20-08: Low Service Pump Station No. 1 Backup Generator to HDR., in the amount of $135,200.
