PROBLEM/ISSUE STATEMENT
In-car video systems have become a cornerstone of modern law enforcement and are expected by all elements in the criminal justice system. Video evidence is essential to effective prosecution, officer safety, officer accountability and mitigating liability exposure.
Staff did not solicit bids because local government agencies are allowed to purchase products under existing state contracts.
The current Watch Guard in-car video systems were purchased in 2011. These camera systems are used everyday and are mandated by policy. Electronic cameras systems have a 5-year life cycle and warranty. Considering the cameras and DVR operate in a vibrating vehicle in all weather conditions they are quite durable. Current systems are 7 years old, and are no longer under warranty. They are beginning to fail, and are expensive to replace individually.
The quote includes a 5 year warranty that will replace all components that fail.
The BPD plans to use Technology Replacement Funds for the camera purchases.Staff did not solicit bids because local government agencies are allowed to purchase products under existing state contracts.
ALTERNATIVES ANALYZED
The City Council may:
• Approve the purchase of upgrades to 77 in-car cameras, or
• Not approve the purchase of upgrade to 77 in-car cameras which would result in officers working with obsolete equipment. Using the existing equipment may expose the City to additional liability.

FINANCIAL IMPACT
The Department proposes to purchase 77 upgrades to existing in-car cameras totaling $449,999.38 from the Technology Replacement Fund.
RECOMMENDATION
Staff recommends that City Council approve the upgrade of 77 in-car cameras for $449,999.38.
