PROBLEM/ISSUE STATEMENT
As identified in the 2015 Facilities Master Plan, the present Police Evidence Facility has many deficiencies that need to be corrected and it needs to be expanded to handle growth. Schtuz Foss Architects was selected in January 2017 for Phase I design which included a comprehensive plan to comply with current regulations for Evidence Storage, address deficiencies in space, improve internal security of evidence and to meet anticipated community and evidence storage growth.
In September 2018 City Council approved the Evidence Facility 10-Year Plan, Phase II Design Contract with Schutz Foss/Roth Sheppard Architects, placed Evidence Expansion back into the CIP and added design fees to FY19 Budget (Amendment) and Construction will be budgeted in FY20.
The project was advertised on October 11th, 18th and 25th, 2019 on the City's Website and in Yellowstone County News. Bids were opened on October 29, 2019 and seven bids were received. T.W. Clark Construction submitted the lowest bid. City staff reviewed the bids and determined the bid by T.W. Clark Construction is considered a responsible bid.

ALTERNATIVES ANALYZED
City Council may:
- Approve, the bid award for the evidence building to T.W. Clark Construction or;
- Disapprove the bid award for the evidence building to T.W. Clark Construction. If not awarded, the City would need to re-bid or cancel the project.
FINANCIAL IMPACT
The total financial impact for the evidence building including design, pre-site work, construction, alternate and furniture, fixtures and equipment is estimated at $4,363,000. Financing for the construction will be coming to council at a future meeting.
RECOMMENDATION
Staff recommends approval of the bid award for the evidence building to T.W. Clark Construction for the base bid of $3,383,000 and Alternate #1 for $44,000.
