Bid Award for the Airport's Car Rental Quick Turn Around Facility for Billings Logan International Airport

PROBLEM/ISSUE STATEMENT

The Airport's Car Rental Quick Turn Around (QTA) Facility Project, included in the City's Capital Improvement Program, will provide a new QTA Facility located on the west end of the Airport for the benefit of the Airport's car rental concessionaires. The site development for this project includes the dirt work to level the site, the construction of a new access road, installation of a new storm water drainage system, electrical and natural gas utilities, and will include the paving of the site with dense graded asphalt paving.   The project also includes new fueling stations, prewash, detailing and car wash facilities, as well as over 450 parking stalls for vehicle storage and staging.  The new wash bay equipment is fully automated with the ability to wash a vehicle in under a minute. This wash system also uses recycled water in the prewash cycle. This project was advertised in the Billings Times and was posted on the City's Web Site.   On August 24, 2010, the following bids on this project were received.

Due to the good bid pricing received on the base bid, all of the additive alternates to this project will be included in the final construction contract amount.  The alternate items are site fencing, security system, additional concrete paving, and the installation of pivot gates to access the site.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the award of the Airport's Car Rental QTA Facility; or
  • Decline to approve the Award of the Airport's Car Rental QTA Facility, reject all bids, and not complete the project at this time.

FINANCIAL IMPACT

The total bid cost for this portion of the project is $4,572,900.30, and the source of funds for this CIP approved project will come from revenue bond proceeds once the bonds are issued.  The debt service on the bond issue will be paid with a $3.00 per day Customer Facility Charge collected from the Car Rentals' customers for each contract day the customer rents the automobile.  The approved FY 2010 budget for this project was $8,300,000.  Since the design and bidding slipped into the FY 2011 budget year, staff will submit a budget amendment to reestablish the project in this year's budget during the first quarter budget amendments.  With this bid, staff estimates that the total cost of the QTA project will be approximately $5,900,000 and the bonding process can now be finalized using that amount.

RECOMMENDATION

Staff recommends that City Council approve the award of the Airport's Car Rental QTA Facility, to the low bidder, Jackson Construction Group, for the amount of $4,572,900.30, subject to completing the revenue bond sale.
