PROBLEM/ISSUE STATEMENT

Bids were received on March 10, 2020, to purchase seven truck loads of new 97 Gallon Refuse Carts for the Public Works Solid Waste Division to enable staff to continue the conversion of the alley 300 gallon service to 97 gallon service.  As discussed at the March 4, 2019 Council work session (presentation attached), all residential alley service will be converted, but not all alleys will be converted to curbside service.  The plan for the conversion is to address areas causing safety issues first, operational issues second, and then work on converting the remaining areas.  The majority of alley 300 gallon services will be converted to 90s, but remain with alley pickup.  The primary reasons for the conversion are to improve safety for staff, improve equity for residential customers, and to save money.  Additionally,  the new collection trucks arms are not designed to pick up the weight of the 300 gallon containers.  Solid Waste has experienced damage to the arms from heavy 300 gallon containers.Staff advertised for sealed bids on February 21 and February 28.  The City received four bids and Schafer provided the the lowest responsible bid.

ALTERNATIVES ANALYZED

City Council may:
  • Approve purchasing the new 97 gallon refuse carts from Schafer.
  • Disapprove the purchase and reject all bids,  If not approved, the conversion of alley 300 gallon to 97 gallon containers cannot continue.

RECOMMENDATION

Staff recommends that the City Council award the bid for the 97 gallon refuse carts to Schafer in the amount of $176,778.00.
