Skyview High School requests permission to hold its annual Homecoming parade on Friday, October 1, 2010, from 12:45 pm to 2:00 pm (including set up and disbanding time). They will be assembling at the Skyview High School parking lot and proceeding down Wicks Lane to St. Bernard’s Church.

Recommended conditions of approval include Skyview High School:
1. Clean the area to be used after the event and provide and empty waste cans
2. Contact area residents affected by the parade and make them aware of the event
3. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event
4. Provide and install adequate traffic signs directing motorists around parade
5. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured

The Council may:
• Approve request for parade route and event; or
• Deny the parade route and event.

There are no costs to the City of Billings other than administrative time to process application. Police, traffic control and litter removal are to be paid for the by Skyview High School.

Staff recommends that Council approve the annual parade route named above on October 1, 2010 for Skyview High School’s Homecoming Parade.
