PROBLEM/ISSUE STATEMENT

The objective of the Gravel Streets Paving Program is to bring all streets in the City up to urban standards, which includes asphalt, curb, sidewalk, and storm drain systems. Streets that are a part of the program are constructed through the Special Improvement District (SID) process with assessments paid by property owners for the newly developed curbing, road, sidewalk, and any restoration behind the sidewalk. Gas tax funds are used for corner lot subsidies per the City's SID policy (Resolution No. 04-18204). A Resolution of Intent to create the district was approved by City Council on February 24, 2020. Protests will be announced at the Council meeting.

ALTERNATIVES ANALYZED

City Council may:
  • Conduct a public hearing and approve the resolution creating SID 1408, Wanigan Sub Improvements; or
  • After holding a public hearing, not approve the resolution creating SID 1408, Wanigan Sub Improvements. If not approved, the improvements will not be constructed.

FINANCIAL IMPACT

The project is funded through direct property assessments and gas tax and is estimated at $1,252,862.51.

Estimated Assessments  $830,245.27
Gas Tax Funds                $422,617.24

Funding budgeted in FY 20 is sufficient for the proposed project.

RECOMMENDATION

Staff recommends that Council conduct a public hearing and approve the Resolution creating SID 1408, Wanigan Sub Improvements.
