This project is part of the on-going Street Preventative Maintenance Program supported by the City Council since 1985. Annually, staff identifies streets proposed for preventative maintenance that includes pavement patching, chip seal resurfacing, overlay resurfacing, and crack sealing. This contract includes two schedules. Schedule 1 will mill and overlay approximately 1.5 miles of South 32nd St W (King Ave W to Monad) and 17th St W (Grand Ave to Rimrock). One Additive Alternate was included with Schedule 1. Alternate A is to overlay Zimmerman Trail (Poly Drive to Rimrock).  Schedule 2 is work to remove and replace some asphalt surface at Riverfront Park. A work location map for Schedule 1 is attached. The contract was advertised on February 14, 21, 28, and March 6, 2020, in The Yellowstone County News and on the City's website. Staff opened bids on March 10th, 2020, for W.O. 20-03 Contract No. 2 City Overlay. There were 4 bids and  Knife River submitted the lowest responsible bid for Schedule 1 which is the overlay.  Askin Construction submitted the lowest responsible bid for Schedule 2 which is paving work at Riverfront Park. Staff recommends that the project is awarded with the additive alternate A. 

The Council may:

• Award W.O. 20-03 Contract No. 2 City Overlay Schedule 1 with Add Alternative A to Knife River, in the amount of $1,213,427.70 and Schedule 2 to Askin Construction in the amount of $170,245.50; or
• Do not award a contract and reject all bids. If the contract is not awarded, the streets and parks planned for maintenance will continue to degrade.
