PROBLEM/ISSUE STATEMENT
W.O. 20-19: North Park Irrigation System Replacement will replace the existing irrigation system at North Park. The improvements will consist of new piping, valves, sprinkler heads, controls, and a booster pump. The existing system is approximately 50 years old and the sprinklers must be inserted and removed manually to irrigate each zone which is labor intensive. In addition, the park is irrigated during the day which prohibits large portions of the park from being utilized. The new irrigation system will be automated which will allow for the park to be watered at night and allow for full utilization of the park during the day.
The project was advertised on February 14th, February 21st, and February 28th, 2020, in the Yellowstone County News and on the City's website. Bids were opened on March 10th, 2020, and two bids were received. The Good Earth Works Co, Inc. submitted the lowest responsible bid.
John's Home and Yard Service submitted the lowest bid price, however, the bid was deemed nonresponsive because the bidder did not meet minimum qualifications. Bidders were required to have experience installing large commercial irrigation systems. John's Home and Yard Service has never installed a commercial irrigation system.

ALTERNATIVES ANALYZED
City Council may:
- Approve the construction contract for W.O. 20-19 North Park Irrigation System Replacement to The Good Earth Works Co, Inc., in the amount of $423,000.00, or;
- Do not approve the construction contract. If the project is not constructed, North Park will continue to be irrigated manually during the day causing large portions of the park to not be utilized. In addition, the irrigation system will continue to be maintenance and labor intensive.

RECOMMENDATION
