PROBLEM/ISSUE STATEMENT
On April 10, 2017, the City Council approved a five-year contract with Morrison-Maierle, Inc. (M-M) to provide Civil Engineering services for the Airport, including project and grant management, design, surveys, development of project plans, specifications and bidding documents, and construction administration. The five-year term contract is amended each time a project is undertaken, and Amendment 20 for $281,289 includes all of the services listed above for this project. This Airport Improvement Program (AIP) funded project will provide the Preliminary Design and Survey to assess and propose a plan for the future reconstruction and rehabilitation of Runway 7/25, and the associated Taxiway reconfigurations. This runway was originally constructed in the late 1980's and last rehabilitated in 2007. Specifically, M-M will look at this existing 5,500 foot crosswind runway and evaluate reconfiguring and correcting the existing pavement geometry in order to meet current Federal Aviation Administration (FAA) design standards for the type of General Aviation (GA) aircraft that can utilize this Runway. The existing approach path for Runway 7 crosses a smaller 3,800 foot GA Runway, 10R/28L, and the FAA has previously identified that this pavement intersection creates a potentially unsafe layout for aircraft operations. Additionally, it does not meet current FAA design standards and FAA will provide Federal funding to resolve this airfield issue. M-M will evaluate and propose recommendations to reconstruct, rehabilitate, and/or reconfigure Runway 7/25, including the projected quantities needed for major dirt and rock removal work, paving and utility improvements, airfield lighting, navigational upgrades, and much more.
Final design, bidding, and construction are not included in this project and will take place at a later date when additional grant funding becomes available sometime after the Terminal Expansion project (FY 2024 or 2025). The design and engineering fees for this project have been reviewed by another engineering firm, negotiated by staff, and approved by the FAA.

ALTERNATIVES ANALYZED
City Council may:
- Approve Amendment 20 with M-M for engineering services to provide the Preliminary Design and Survey on Runway 7/25; or
- Decline to approve Amendment 20, delaying the project.
FINANCIAL IMPACT
The total cost of Amendment 20 with M-M for the Preliminary Design and Survey for Runway 7/25 is $281,289, and will be funded 90% with an FAA AIP Grant and with a 10% local match. The Federal portion will be $253,160 and the Airport's local share match will be $28,129. This project is included in the Capital Improvement Program and the local funds are available in the Airport's Capital account.
RECOMMENDATION
Staff recommends that the City Council approve Amendment 20 with M-M for the amount of $281,289 for the Preliminary Design and Survey on the Runway 7/25 project.
