PROBLEM/ISSUE STATEMENT
City Council is asked to approve Amendment No. 1 to the City's professional engineering services contract with HDR Engineering (HDR) for the W.O. 19-12: West End Reservoir Project in the amount of $2,096,200.00. HDR's initial contract for $1,564,000.00 to conduct the preliminary project design was approved by Council in March 2019. One of the preliminary design tasks evaluated several potential raw water sources for the proposed reservoir. Staff determined that a new river intake, pump station and pipeline is the only option that provides reliable year-round flow to the reservoir and offers the City complete, year-round control over the raw water source, pumping and delivery of water to the reservoir. Other options evaluated included various flow diversions from Canyon Creek and the BBWA Canal.
Amendment No. 1 consists of preliminary and final design services for the following:

- a raw water intake structure in the Yellowstone River near the Duck Creek Bridge,
- a 30 mgd raw water pump station near the intake structure,
- a 3 mile long water transmission pipeline from the pump station to the West End Reservoir site,
- all required permitting, electrical, controls and instrumentation, and
- a shale material processing pilot study.
ALTERNATIVES ANALYZED
City Council may:
- Approve Contract Amendment No. 1 with HDR Engineering, or;
- Disapprove Contract Amendment No. 1. If this amendment is not approved, the City will be unable to begin work to design the facilities needed to reliably supply raw water to the proposed Billings West End Reservoir.
FINANCIAL IMPACT
The W.O. 19-12: West End Reservoir Project original professional services contract amount is $1,564,000.00. Proposed Amendment No. 1 in the amount of $2,096,200.00 would increase the total contract amount to $3,660,200.00. Water funds budgeted in FY 20 are adequate and will be used for this project amendment.
RECOMMENDATION
Staff recommends that City Council approve Amendment No. 1 to the City's professional engineering services contract with HDR Engineering for W.O. 19-12: West End Reservoir Project in the amount of $2,096,200.00.
