PROBLEM/ISSUE STATEMENT

As programed with operations of the new Transfer Facility at the Landfill, Public Works is scheduled in our budget to purchase three compact track loaders to operate the new drop off facility at the Landfill.   The equipment is designed to move garbage inside the  drop off facility.  The equipment needs to be ordered now as there is several months lead time in receiving it. The loaders are necessary in order for the drop off center to be functional when construction is complete this fall.  The equipment was advertised on May 1st and May 8th, 2020 in the Yellowstone County News and the City's website. Bids were opened on May 12th and 3 bids were received. Tractor and Equipment submitted the lowest, responsible bid.   
 

ALTERNATIVES ANALYZED

City Council may:
  • Approve purchasing the three compact track loaders from Tractor and Equipment.
  • Disapprove the purchase and reject all bids, If not approved the new drop off facility will not work efficiently or as intended.

FINANCIAL IMPACT



The folllowing bids were received:

United Rentals (North America), Inc. $227,821.50 (Did not meet specs)

This purchase is included in the FY 2020 budget for the Solid Waste Division in the amount of $350,000.00.

RECOMMENDATION

Staff recommends that the City Council award the bid for the three compact track loaders to Tractor and Equipment in the amount of $247,830.
