PROBLEM/ISSUE STATEMENT

W.O. 20-09, 24th St. W. & Overland Ave Traffic Signal Improvements, is intended to install a traffic signal and associated equipment at the referenced intersection. The improvements will also include updated pedestrian accessibility ramps, sidewalk, traffic signage and pavement markings. The project was advertised on May 8, May 15, and May 22, 2020 in the Yellowstone County News and on the City's website. Bids were opened on May 26, 2020 and one bid was received. Yellowstone Electric Co. submitted the lowest, responsible bid.

ALTERNATIVES ANALYZED

City Council may:
  • Award W.O. 20-09, 24th St. W. & Overland Ave Traffic Signal Improvements, to Yellowstone Electric Co. in the amount of $281,252.24; or
  • Do not award a contract and reject all bids. If the project is not awarded, the traffic signal will not be constructed.

FISCAL EFFECTS

The following bids were received:

While there was only one bid, it was determined by staff to be representative of the work that is included.  The project was budgeted in FY20 using Arterial Construction funds. The amount budgeted was $400,000.  This bid was lower than the budget because there was less work that had to be done at the intersection than originally anticipated. The remaining budget will be used for other signal work planned for this year. 
 
 

RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 20-09, 24th St. W. & Overland Ave. Traffic Signal Improvements, to Yellowstone Electric Co. in the amount of $281,252.24.
