PROBLEM/ISSUE STATEMENT
Police Vehicle #1422, a 2003 Ford Crown Victoria, VIN #2FAHP71W83X182245, has been retired from service this year. The mileage is 99,512. City staff would like to transfer title of this vehicle to Yellowstone County for use at the firing range by both the Billings Police Department and Yellowstone County Sheriff's Office. Both law enforcement departments, as well as others, will be able to use the vehicle for training while at the range. Officers will shoot from the vehicle while doing high risk traffic stop training, etc. The older model rotating light bar will remain on the vehicle and will be used for low light conditions. City staff is requesting Council approval to transfer title of patrol vehicle #1422 to Yellowstone County.
ALTERNATIVES ANALYZED
The City Council may:
. Approve transfer of title to Yellowstone County for vehicle #1422; or
. Not approve transfer of title to Yellowstone County for vehicle #1422.
. Approve transfer of title to Yellowstone County for vehicle #1422; or

FINANCIAL IMPACT
Auction bids for used, high mileage police vehicles are typically around $2,000. The City will lose this potential revenue but the car's use at the shooting range continues to provide value to the City.
RECOMMENDATION
Staff is requesting the title be transferred to Yellowstone County on vehicle #1422, a 2003 Ford Crown Victoria, VIN #2FAHP71W83X182245, for use at the firing range.
