RECOMMENDATION
Staff recommends the City Council award a contract for SID 1410: Annafeld Park Trail Improvements to FirstMark Construction LLC in the amount of $103,429.00 contingent on the sale of bonds.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1410: Annafeld Park Trail Improvements, is intended to construct a trail in Annafeld Park. Annafeld Park is located in Annafeld Subdivision located south of Elysian Road. SID 1410 was created at the February 24, 2020 City Council meeting. SID 1410 is split into three separate projects which include constructing streetlights in Annafeld Subdivision 2nd Filing, purchase and install playground equipment in Annafeld Park, and construct a trail in Annafeld Park connecting to the Yellowstone River. Construction of the trail is consistent with the approved Annafeld Park master plan which was approved at the February 12, 2018 City Council Meeting.
The project was advertised on May 22, May 29, and June 5, 2020, in the Yellowstone County News and on the City's website. Bids were opened on June 9, 2020 and three bids were received. FirstMark Construction LLC submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award SID 1410: Annafeld Park Trail Improvements, to FirstMark Construction LLC in the amount of $103,429.00, or;
- Do not award a contract and reject all bids. If the project is not awarded, it would have to be re-evaluated in the future to construct.

The project was budgeted in FY20 using SID bonds. The amount budgeted was $151,000. The bid was lower because a favorable bidding environment. The total budget for SID 1410 is $411,00 to construct the park trail, streetlights, and playground equipment.
