S.I.D. 1408: Wanigan Subdivision Improvements, Bid Award

RECOMMENDATION

Staff recommends the City Council award a contract for S.I.D. 1408: Wanigan Subdivision Improvements, to FirstMark Construction, LLC, in the amount of $759,525.00 contingent on the sale of bonds.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

S.I.D. 1408: Wanigan Subdivision Improvements, is intended to install street, storm drain, curb and gutter, and sidewalk improvements for Radford Square N., Radford Square S., Radford Square E., Radford Square W. and a portion of Shawnee Drive within the City of Billings.  On March 23, 2020 City Council adopted Resolution 20-10860 Creating the District.  The project was advertised on May 22, May 29, and June 5, 2020, in the Yellowstone County News and on the City’s website.  Bids were opened on June 9, 2020 and four bids were received.  FirstMark Construction, LLC submitted the lowest, responsible bid.

ALTERNATIVES

The Council may:
  • Award S.I.D. 1408: Wanigan Subdivision Improvements, to FirstMark Construction, LLC, in the amount of $759,525.00; or
  • Do not award a contract and reject all bids. If the project is not awarded, the project will not go forward and the streets will remain gravel.

FISCAL EFFECTS

The following bids were received:

The project was budgeted in FY20 using gas tax and S.I.D. bond funds.  The amount budgeted was $1,252,000. The resolution was created based on a construction cost of $1,003,642 and the bid for the assessment portion was $646,321. The lower bid results in lower assessments for the property owners which were originally estimated at $21,288 and are now reduced to an estimated $14,804 per property. This bid was lower because the bidding environment was competitive.
