RECOMMENDATION
Staff recommends the City Council award a contract for SID 1413, Winged Foot Road and Greenbriar Road to Knife River - Billings in the amount of $843,704.75 contingent on the sale of bonds.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1413, Winged Foot Road and Greenbriar Road, is intended to construct water, sanitary sewer, storm drain, curb and gutter, sidewalk, and street improvements on Greenbriar Road and Winged Foot Road within Lake Hills Subdivision. SID 1413 was created at the March 23, 2020, City Council meeting.
The project was advertised on May 22, May 29, and June 5, 2020, in the Yellowstone County News and on the City's website. Bids were opened on June 9, 2020 and three bids were received. Knife River - Billings submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award SID 1413, Winged Foot Road and Greenbriar Road, to Knife River - Billings in the amount of $834,704.75, or;
- Do not award a contract and reject all bids. If the project is not awarded, the lots in the subdivision could not be developed.

The project was budgeted in FY20 using SID bonds, cash contribution from Ron Hill, and City funds (gas tax, water and sanitary sewer funds). The resolution was created based on a construction estimate of $857,460. The bid was lower because of a favorable bidding environment.
