RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 20-16, Rectangular Rapid Flashing Beacons Installations to Montana Lines, Inc. in the amount of $383,660.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Public Right-of-Way Accessibility Guidelines (PROWAG) has added the recommendation that all multi-lane roundabouts should be equipped with signals or beacons to improve the visibility of the pedestrians, and thus the safety of the pedestrians.  Accordingly, this project was planned to retrofit all multi-lane roundabouts with a flashing beacon that is activated by the pedestrian.  This project includes roundabouts on Shiloh Road.  This project will also equip three school crossings with flashing beacons and pedestrian pushbuttons.  The three school crossings are at: Rimrock and Arvin, Lake Elmo and Milton, and Bitterroot and the Kiwanis Trail.

ALTERNATIVES

City Council may:
  • Approve the award W.O. 20-16, Rectangular Rapid Flashing Beacons Installations to Montana Lines, Inc. in the amount of $383,660.00, or;
  • Do not award the contract and reject all bids.  If the project is not awarded, another means of signalization will be needed to bring the multi-lane roundabouts into compliance with the PROWAG recommendations and the three school crossings will continue to be standard crossings without enhancements.

The project was not budgeted in FY20, but when it was determined that the intersection of 19th/20th and Monad did not need to be reconstructed in this year, City staff recommended to City Council that this project, as well as 3 other projects, be constructed with the funding instead.  City Council was in agreement with the project substitutions.  The original budget for 19th/20th and Monad was $3M and used arterial funds.  The reallocated budget amount for this project is $400,000.
