W.O. 20-30: Hallowell Lane Improvements, Consultant Agreement - WWC Engineering

RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 20-30: Hallowell Lane Improvement, to WWC Engineering in the amount of $308,410.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 20-30: Hallowell Lane Improvements, is intended to improve Hallowell Lane from State Avenue to King Avenue East in accordance with the South Billings Urban Renewal District's Master Plan.  Hallowell Lane will receive both water main rehabilitation and street improvements.  The purpose of this contract is to provide design and construction administration services for the street improvements portion of the overall project.  The water main rehabilitation will be under a separate professional services contract.  It was determined that a split of design services for the water main and street improvements was needed as a split provides the best means of matching the project's unique design features with with the proposals received.       

WWC Engineering was selected for the street improvements portion of this project using the proposal process.  Six other proposals were received from DOWL, HDR, KLJ Engineering, Performance Engineering, Sanderson Stewart and Stahly Engineering.  The selection was based on project team and availability; project approach; and firm qualifications and experience as related to project needs.

ALTERNATIVES

City Council may:
  • Award W.O. 20-30: Hallowell Lane Improvements, to WWC Engineering in the amount of $308,410.00; or;
  • Do not award a contract. If the contract is not awarded, construction of the improvements will be delayed.

FISCAL EFFECTS

The street improvement design portion of this project was budgeted in FY20 using South Tax Increment Fund District funds.  The amount budgeted was $300,000.00.  While the contract amount is slightly over budget, there is sufficient budget authority and cash available in the South Tax Increment Fund to award this project.
