RECOMMENDATION
Staff recommends that the City Council approve Amendment 6 with Morrison-Maierle for the amount of $1,707,736 for the Construction Administration Services for the Phase Two Terminal Concourse Expansion Project.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
| On August 14, 2017, the City Council approved the Engineering Agreement with Morrison-Maierle, Inc. for the design and construction oversight of the future Airport Terminal Concourse Expansion Project. Amendment 6 to the Master Agreement will provide the construction administration and construction oversight for Phase Two Construction of the Terminal Concourse Expansion. Phase Two of the Airport Terminal Concourse Expansion Project is scheduled to begin in late June or July of 2020, last approximately eighteen months, and cost approximately $25 million. The Phase Two Scope of Work (SOW) includes all new construction of the TSA Queuing and Screening Area, Great Room with Passenger Seating/Workspace, Fireplace Area, Bar, Restaurant, Gift Shop, a new A Concourse, which includes four larger holdrooms, new restrooms, and all other work associated with this new construction. The engineering firm will be required to provide all civil and project management, structural, electrical, mechanical, telecommunications, fire protection, subconsultant fees associated with special building testing, civil geotechnical testing, and architectural work. The engineer's responsibility will include all project, grant, and construction management services, provide onsite Resident Project Representatives (RPR's) throughout the duration of the project, consult with Airport staff, complete project closeout services, and all other miscellaneous work items as outlined in the SOW. The SOW for the Construction Administration Services and the associated fees for those services were reviewed by Jacobs Engineering who conducted an Independent Fee Review as required by the FAA. Jacobs Engineering was contracted to perform the secondary review, providing staff with a second engineering number to negotiate the fees. |
ALTERNATIVES
City Council may:
- Approve Amendment 6 with Morrison-Maierle for the Construction Administration Services for the Phase Two Terminal Concourse Expansion Project, or;
- Disapprove Amendment 6 with Morrison-Maierle and provide staff with direction on how to proceed.
FISCAL EFFECTS
The total cost of Amendment 6 is $1,707,736. This project is included in the current budget and funding will likely be 82.98% from FAA Airport Improvement Program (AIP) grant funds or construction financing with a 17.02% local match, which is available in the Airport Capital Account. AIP grant funds or construction financing will cover $1,417,079.33 and the local funds will be $290,656.67.
