RECOMMENDATION
Staff recommends Council conduct a public hearing and approve the fee adjustment resolution for Parks and Recreation.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Pursuant to the City Council discussion at the June 15, 2020, Work Session regarding potential fee increases and as part of the City Council Approved FY21 Budget at the Business Meeting on June 22, 2020, a number of proposed fee adjustments were included to increase revenue. The proposed fee adjustments would replace Resolution 14-10353 last approved in 2014. Many of the proposed fee adjustments were adjusted later than 2014. In summary, (Attachment B) the Park Use Permit fee was last adjusted in 2009, the shelter and building rental fees were last adjusted in 2011, and the swimming pool fees were last adjusted in 2014. A comparison to the current fee structure is included as (Attachment C). Fees in the Resolution not impacted with the proposed adjustments include, Scholarship and low-income pool passes remain $5, free waterslide punch card included with the purchase of a family pass at Rose Pool, single slide pass remains $1, picnic kit and volleyball kit rental fees, community sound stage rental fees, park alcohol permits remain $75, service charge for refunds remain $20, and non-city resident fee per activity registration remain at $10.
ALTERNATIVES
City Council must hold a public hearing and then may:
- Approve the Fee Adjustment Resolution, or;
- Modify the Fee Adjustment Resolution, or;
- Disapprove the Resolution and provide Staff with additional guidance.
FISCAL EFFECTS
The financial impact of the approved Resolution as proposed would increase revenue by approximately $85,000 annually based on totals from usage in 2019, which proved to be an excellent standard for average use based on factors such as weather, access, and availability.
