RECOMMENDATION
Staff recommends that the City Council award a contract for W.O. 20-36, WRF Piping Modifications to Star Service, Inc. in the amount of $274,500.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 20-36, WRF Piping Modifications, modifies piping and adds instrumentation, controls and programming to allow the WRF secondary digester to operate as a primary digester when one of the primary digesters is taken off-line. Piping will be routed from the existing secondary digester buried outlet pipe to the suction side of the sludge recirculation pumps in the primary digester building. Piping will also be routed from the discharge of the heat exchangers in the primary digester building to one of the secondary digester inlets located in the sludge control building . A temperature probe will be installed in the existing thermowell in the secondary digester. New programming will automatically control secondary digester heating.
The project was advertised on July 10, July 17, July 24, July 31 and August 7 in the Yellowstone County News and on the City’s website. Bids were opened on August 11 and three bids were received. Star Service, Inc. submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 20-36, WRF Piping Modifications to Star Service, Inc. in the amount of $274,500.00, or;
- Do not award a contract and reject all bids. If the contract is not awarded, an opportunity to increase operational flexibility and improve digester maintenance at the WRF will be missed. A minimum of two primary digesters are needed to effectively run the solids handling process daily. Making a third vessel available to serve as a primary digester provides redundancy and the ability to take a digester offline for cleaning or other maintenance without impact to the process.

The project was budgeted in FY21 using wastewater funds. The amount budgeted was $300,000. This bid was within the expected cost range for the project. The remaining budget will be reserved for engineering costs and any additional project costs that could arise during construction from unforeseen site conditions.
