RECOMMENDATION
Billings TrailNet asks that City Council continue to consider how to fund non-motorized transportation systems for the health and safety of the entire community.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
It has taken Billings TrailNet two years and $120,000 in donations to engineer and build the first 1,000 feet of the Skyline Trail. At this rate, it will take 25 years to complete the trail, and giving no other help to the City for other trails. Billings TrailNet is identified as a contributor for many other trails in the City’s CIP.

FISCAL EFFECTS
Billings TrailNet is committed to continue raising funds for trails; especially the Skyline Trail until it is built. As funds become available, Billings TrailNet will be able to provide help to the City to build a non-motorized transportation system. City Parks and Recreation is committed to maintaining the trails as they are developed. This is a private/public partnership.
