Household Hazardous Waste Collection

RECOMMENDATION

Staff recommends the City Council reject all bids for the Solid Waste Household Hazardous Waste collection.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The landfill has a designated area for the public to drop off household hazardous waste. The amount of household hazardous waste being disposed of at the landfill has been steadily increasing each year. Contracting with a private company to remove the household hazardous waste instead of disposing of these wastes into the landfill saves landfill space and allows the household hazardous waste to be recycled.  The bid for the household hazardous waste was advertised on August 14, 21 and August 28th, in the Yellowstone County News and on the City’s website. Bids were opened on September 1st and two bids were received. CleanEarth submitted the lowest, responsible bid. The bid was significantly higher than our budget estimate so staff is recommending that Council reject the bids.  Staff will work to determine why the bid was high and whether the project can be re-bid.

ALTERNATIVES

City Council may:
  •          Reject all bids for Household Hazardous Waste Collection.  There is no viable alternative.

FISCAL EFFECTS

The following bids were received:
CleanEarth minimum of $152,616.25 for the first year
Beartooth Environmental bid was incomplete and unresponsive

The project was budgeted in FY21 using Solid Waste funds.  The amount budgeted was $110,000.00.  Staff is researching why the bid was higher than the estimate.  The bid will be will be evaluated to determine how to proceed to get the work done within the approved budget.
