Staff recommends that Council award the contract for one (1) new current model 2021 12-yard dump truck with snowplow mount/controls and sander hydraulic controls to Istate Truck, Inc. in the amount of $150.687.00 with trade.  This includes the new dump truck and the five-year warranty on the engine, transmission and emissions system.

This unit will replace an existing dump truck that is near the end of its useful life.  This unit was approved in the FY21 Equipment Replacement Plan (ERP).  The bid was advertised on October 2 and October 9 in the Yellowstone County News and on the City's website. Bids were opened on October 13 and three (3) bids were received.  Istate Truck, Inc. submitted the lowest bid.

City Council may:

• Approve purchasing the new 2021 12-yard dump truck with snowplow mount/controls and sander hydraulic controls, or;
• Disapprove the purchase and reject all bids.  If the new dump truck is not purchased, the Public Works Department will be required to continue using the existing unit that is at or near the end of its useful life.  Maintenance costs will increase and reliability will decrease.

Warranties cover transmission, engine and emissions.  The amount budgeted in the FY21 water and wastewater budgets is $114,843.  The additional funds needed for this purchase will come from savings on other equipment purchases within the water and wastewater funds.
