RECOMMENDATION
Staff recommendation is to purchase two fire pumpers from Pierce Manufacturing, Inc/Hughes Fire Equipment for the purchase price of $1,350,721.00 less the pre-payment discounts offered by Pierce, the final purchase cost of these two trucks is $1,295,603.00 which is $38,767 under budget.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Invitations to Bid and specifications were posted on September 25 and October 2, 2020 with a Facebook bid opening streamed on October 20, 2020 @ 2:00 p.m. Pierce Manufacturing, Inc. was the only bid received. Base bid less discounts $1,295,603.00 which is $38,767.00 under budget.
The Fire Department currently has three Pierce apparatus in service. Adding two (2) additional Pierce pumpers to replace units #4061 and #4062 2003 HME pumpers would allow Fleet Service to consolidate parts ordering, streamline maintenance costs and coordinate service with the Service facility located in Caldwell, Idaho.

ALTERNATIVES
City Council may choose to approve or disapprove staff recommendation to purchase two (2) Enforcer PUC Pumpers from Pierce Mfg in the amount of $1,295,603.00.
FISCAL EFFECTS
Delaying the bid award and purchase could impact the estimated delivery date and total cost of these two trucks. Pierce's delivery schedule at the time of bid was estimated at 290-230 calendar days after execution of the contract. In addition, Pierce Mfg has indicated that a three (3%) percent price increase will go into effect for all orders processed after January 31, 2021 which would almost completely negate the $38,767 savings to the City.
In the FY2021 the Equipment Replacement Program budget of $1,334,370.00 has been earmarked for the replacement of existing units #4061 and #4062 HME pumpers which were put into service in 2003.
