RECOMMENDATION
Staff recommends the City Council award the purchase of metal containers to Wastequip with a maximum amount of $85,000.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchase of metal containers ensures that there will be no disruption of garbage collection service. The metal containers are needed for new service as well as to replace broken containers. The purchase is included in the FY21 budget. The bid was advertised on November 13th and November 20th in the Yellowstone County News and on the City's website. Bids were opened on December 1st, 2020, and three bids were received. Two of the bids, Kois Bros and Gregory Container, were deemed non-responsive as they did not include bid bonds. Wastequip submitted the lowest, responsible bid.
ALTERNATIVES
City Council may:
- Approve the award of the purchase of metal containers to Wastequip in the amount of $85,000 or;
- Disapprove the award of the purchase and reject all bids. If not approved, containers will not be available for new garbage collection service or to replace broken containers.
FISCAL EFFECTS
The following bids were received:
Staff reviewed the one responsive bid and determined that the bid was fair. Some of the unit prices were modestly higher than last year but that was expected given the market conditions.
Because we do not know the exact number of each container size that will be purchased through this contract, the quantities are estimated and the bid is done by the truckload for comparison purposes. The bid includes unit prices for all containers that are purchased by the City and the contract is for an amount not to exceed $85,000. The budget for containers is $385,000. This metal container purchase combined with previous container purchases to date will leave approximately $244,000 of the container budget available for remaining FY21 container purchases.
