RECOMMENDATION
Staff recommends the City Council award a professional services contract for W.O. 21-01, Pioneer Park Area Water Main Replacement, to Morrison-Maierle, Inc. in the amount of $585,854.00
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 21-01, Pioneer Park Area Water Main Replacement, is intended to replace approximately 8,600 feet of water main. The existing water mains are undersized, prone to water main breaks, and are approximately 100 years old. In addition, an estimated 130 lead water services will be replaced. The City replaces and upgrades its water utilities as part of an annual maintenance program.
This project will replace water mains in three distinct project areas. Area 1 will replace approximately 4,985 feet of water main replacement in Avenues B through E from 3rd Street West to North 32nd Street and in 1st Street West from Grand Avenue to Avenue C. Area 2 will replace approximately 1,945 feet of water main in 2nd Street West from Grand Avenue to Burlington Avenue, and Burlington Avenue from 2nd Street West to division Street. Area 3 will replace approximately 1,550 feet of water main in 12th Avenue North from North 26th Street to North 22nd Street.
Morrison-Maierle, Inc. was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were DOWL, Sanderson Stewart, Performance Engineering, and KLJ Engineering. The selection was based on Project Team and Availability; Project Approach; and Firm Qualifications and Experience as related to project needs.

ALTERNATIVES
City Council may:
- Award W.O. 21-01:Pioneer Park Area Water Main Replacement, to Morrison-Maierle, Inc. in the amount of $585,854.00; or;
- Do not award a contract. If the contract is not awarded, the City's water distribution system in these areas will continue to experience ongoing maintenance problems and expenses.
FISCAL EFFECTS
The project was budgeted in FY21 using water funds. The amount budgeted was $3,400,000.00. The remaining budget will be used for the construction of the project.
