Title: Poly Vista Park Development Phase 1 Consultant Contract

RECOMMENDATION

Staff recommends moving forward with Phase 1 development of Poly Vista Park by approving the contract with Land Design Inc. for consulting services in the amount of $136,335.00.   

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Development of Poly Vista Park is consistent with the adopted (August 28, 2017) Poly Vista Park Master Plan and with the adopted (November 13, 2017) City of Billings Parks, Recreation and Public Lands Comprehensive Parks and Recreation Master Plan.  It is also consistent with the adopted (March 9, 2020) 2020/2021 City Council Priorities to advance Poly Vista Park partnership with the Landon's Legacy Foundation and to improve city parks and trails system. 

STAKEHOLDERS

The primary stakeholder involved in this project is Landon's Legacy Foundation.

ALTERNATIVES

City Council may: 
  • Approve the contract for consulting services for Phase 1 development of Poly Vista Park with Land Design Inc; or,
  • Not Approve the contract and provide staff with additional guidance. 

FISCAL EFFECTS

Council approved the FY 2022 CIP in which $1 Million of PD #1 funding was identified by Council for the first phase development of Poly Vista Park.  Staff is requesting a budget amendment for $136,335.00 to immediately begin design, construction documents, and construction administration for this project with the goal to begin construction this summer.  This budget amendment request is part of the $1Million approved by Council in the FY2022 CIP.

SUMMARY

The Billings Parks, Recreation and Public Lands (PRPL) is partnering with the Landon's Legacy Foundation to develop a Miracle League baseball field as part of the phase 1 development of Poly Vista Park.  This development is consistent with the 2017 Council adopted master plan for the park. A 30% design development package has been done that identified the portion of work necessary to build the Miracle League Baseball Field, develop a phasing plan, a cost estimate, and the funding responsibility for the City and Landon's Legacy Foundation.  Generally, the City will fund infrastructural items including mass grading, utility upgrades, sidewalk and parking lot improvements, and irrigation replacement for the existing 4 baseball fields.  Landon's Legacy Foundation will fund the construction of the new Miracle League Field and related amenities.  On February 16, 2021, a presentation was made to update Council at a Work Session on this project.  In that presentation, it was stated that the design package would move forward under the direction of PRPL Staff but that construction would occur under 2 separate contracts, one private contract administered by the Landon's Legacy Foundation to develop the Miracle League Field and related amenities and one administered by the City to construct the infrastructure items.  Land Design, Inc. of Billings has been retained to complete the design development package which includes design, construction documents, bidding management, and construction administration.  The fee for these services is $136,335.00, construction administration accounts for $46,080 of the $136,335 fee.  Construction administration for both contracts will be administered by Land Design Inc. to assure that all construction work is in compliance with the project plans and specifications and meets all federal, state and local requirements and guidelines.  The construction administration fees will be paid only if the project moves forward into the construction phase of the project.  The fee for consulting services will be part of the $1 million identified in the FY 2022 CIP for the Phase 1 Development of Poly Vista Park.  If Council approved this contract, staff will move forward immediately to finish the construction documents and bid this project with the goal to begin construction this summer.
