RECOMMENDATION
Staff recommends that City Council hold a public hearing and adopt the FY21 budget amendment for Park District 1 and the Poly Vista Park development.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On February 16, 2021, the Parks Department provided City Council with a construction timeline for Poly Vista Park. That timeline recommended amending the budget to continue with design services in fiscal year 2021 so the project could be bid in July 2021. On March 8th, 2021, the City Council will be asked to approve a contract for consulting services with Land Design for work related to Poly Vista Park development. If the contract with Land Design is approved, this budget amendment will be needed to continue with the project per the timeline provided to City Council on February 16th. This project is included in the approved FY22 Capital Improvement Plan and will be included in the FY22 City of Billings budget.

FISCAL EFFECTS
This Park District 1 budget amendment will increase the FY21 budget for consulting services related to Poly Vista Park by $136,335. If approved, this will have the result of reducing the amount planned for this project in FY22 by this same amount. There is currently $4,513,178 in the Park District 1 fund which has been programmed through the Capital Improvement Plan, including this project.
