RECOMMENDATION
Staff recommends that City Council approve the resolution ordering improvements identified in WO 20-15: Wicks Lane Improvements.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
WO 20-15: Wicks Lane Improvements proposes installation of missing curb, gutter, and sidewalk along Wicks Lane between Bench Boulevard and Hawthorne Lane. The major improvements to Wicks Lane include roadway widening, roadway reconstruction and resurfacing, drainage infrastructure, pedestrian accessible ramps and sidewalk, curb and gutter, landscaping, and Kiwanis Trail crossing improvements. Public Works staff held a neighborhood meeting in February 2020 with the property owners. Additional on-site meetings with responsive property owners were completed in the months following February 2020 to allow property owners the opportunity to elect certain improvements along their frontage, including landscaping and driveway surfacing and layout. Responsive property owners were also allowed the opportunity to elect on-street parking, but the majority were not in favor.
This resolution was created in accordance with Resolution 18-10719. All properties fronting and addressed to Wicks Lane are being assessed for the curb, gutter, sidewalk, and corresponding street improvements within the limits of said frontage. The street improvements assessed to property owners includes 1-foot of street widening within frontage limits and does not include any of the resurfacing work on the existing street width. All properties fronting and either addressed or non-addressed to Wicks Lane are being assessed for private property specific improvements, including drive approaches and driveways. City funds are being used to construct the remainder of the improvements, including the non-private property specific improvements to non-addressed properties fronting Wicks Lane.

ALTERNATIVES
City Council may:
- Approve the resolution ordering improvements, or,
- Not approve the resolution ordering improvements. If City Council does not adopt the resolution, the property owners cannot be assessed and the improvements will not be constructed.
FISCAL EFFECTS
Estimated assessments vary greatly between properties. This is due to property specific site characteristics, property frontage length, property address, and property owner improvement elections. Some properties included show a $0 estimated assessment. These properties are non-addressed, but have been included in the assessment in the event they elect improvements during construction. This allows the property owner the ability to repay an assessment over the term of the bond, versus a one-time payment. The proposed project is funded through direct property assessments estimated at $521,429.90 and a combination of gas tax and arterial funds of $1,065,000, for a total estimate project cost of $1,586,430. The project was budgeted in FY 21 at $1,250,000. The project was originally intended to overlay a larger portion of the street but due to grades of adjacent properties and storm drainage issues, a section of the street that was planned for an overlay will be reconstructed. The City was allocated more Gas Tax - BARSAA revenues than estimated in FY21 and the additional $336,430 needed for this project will come from these excess BARSAA revenues.
