RECOMMENDATION
Staff recommends that Council approve the Resolution of Intent to Create SID 1417 and set a public hearing date for May 10, 2021.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
McCall Development Inc., developer of Annafeld Subdivisions, desires to construct public improvements along Elysian Road fronting Annafeld Subdivision 1st Filing, 2nd Filing, and 3rd Filing, as well as streetlights within the area proposed to be Annafeld North Subdivision 1st Filing and Annafeld Subdivision 3rd Filing. The developer would like to complete these improvements utilizing a special improvement district which is allowed per Subdivision Regulations. There are four lots that will be included in SID 1417. These lots include Annafeld Subdivision, 2nd Filing, Lot 1 of Block 10 and 11 (to be subdivided into Annafeld Subdivision 3rd Filing), QFC Subdivision, Lot 1 (to be subdivided into Annafeld North Subdivision 1st Filing and 2nd Filing), and Adam and Mollie Walter Subdivision 1st Filing, Block 1, Lot 2A. The improvements to be constructed by SID 1417, include construction of streetlights within Annafeld Subdivision 3rd Filing and Annafeld North Subdivision 1st Filing, as well as the construction of Elysian Road. The Elysian Road improvements include widening of the street, curb and gutter, sidewalks, water, storm, streetlights, and construction of a roundabout. McCall Development previously constructed or monetarily secured the streets and utilities within Annafeld Subdivision, 3rd Filing, totaling $2,257,827 worth of improvements. These improvements count toward their required improvements in order to meet the requirements of the City's Raw Land District Requirements (Resolution No. 05-18234). The already constructed or monetarily secured improvements represent approximately 51% of the total improvement costs when including street, utility, and streetlight improvements.
ALTERNATIVES
The Council may:
- Approve the Resolution of Intent to Create SID 1417 and set a public hearing for the May 10, 2021, City Council Meeting; or
- Not approve the Resolution of Intent to Create SID 1417. If not approved, the park and street light improvements will have to be constructed with a private contract.
FISCAL EFFECTS
The total estimated cost of the improvements is $2,170,000 which will be paid from SID bonds and assessed to the properties within the SID boundary. If the costs are greater than the estimated amount, the developer will pay the additional cost.
