RECOMMENDATION
Staff recommends that City Council approve and award the Fire Station #4 Siding Replacement Rebid Project to T.W. Clark Construction, LLC for $114,00.00
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Fire Station #4, located at 475 6th St W, siding has sustained extensive damage. This project includes replacement of the existing EIFS siding with insulated sheathing and fiber cement lap siding. This project was advertised on 02/26/2021 and 03/05/2021 in the Yellowstone County News.
The bids were opened on March 9th, 2021 and 4 bids were received. The bids were as follows:
On Tuesday, March 10, 2021, the Facilities Supervisor and the Project Manager hired for this project had a conversation with Chet Sherrer, the owner of C&C Construction of Northwest Florida, LLC and inquired as to why the submitted bid was substantially lower compared to others. After conversation and analysis with the bidder it has been deemed the siding component was not bid correctly per the outlined scope in the bid packet, thus making it non-responsive.

ALTERNATIVES
City Council may:
- Approve the bid award to T.W. Clark Construction, LLC for $114,000.00
- Decline to approve the bid and provide further direction to staff
FISCAL EFFECTS
The lowest responsible bid is $114,000.00. The funds will be paid with fire department deferred maintenance funds that have been budgeted for FY21. Delay of the project may result in further deterioration to the facility, which may incur additional future costs.
