RECOMMENDATION
No action is requested of the Billings City Council on this matter. This Public Hearing is held to meet the statutory requirements.There was an error in the public notice for this project when it was presented to the City Council in February, so the same hearing process in front of City Council must be repeated with the proper notice completed for this project.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Brush Meadow Apartments is a 60-unit affordable housing community, Edgewood Apartments is a 63-unit affordable housing community and Shiloh Glen is a 120-unit affordable housing community, all of which are located in Billings, Montana. Residents enjoy a quiet lifestyle with easy access to shopping, healthcare, and major transportation arteries that connect to downtown Billings.
Brush Meadows Billings 60 LLC, Edgewood Billings 62 LLC, Shiloh 3900 Olympic Blvd MT, LLC and Hearthstone Group, a 501(c)(3) non-profit corporation, are requesting this agenda item solely in order to comply with Section 15-6-221(2), MCA, which states, "Prior to applying to the department for the tax exemption provided for in this section, the unit of local government where the proposed project is to be located shall give due notice, as defined in 76-15-103, and hold a public hearing to solicit comment on whether the proposed qualifying low-income rental housing property meets a community housing need. A record of the public hearing must be forwarded to the board of housing." There was an error in the public notice for this project when it was presented to the City Council in February, so the same hearing process in front of City Council must be repeated with the proper notice completed for this project.
