RECOMMENDATION

Staff recommends that the City Council approve the 3-year purchasing agreement for water based traffic paint from Allstates Coating Company for a maximum annual amount of $150,000.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Public Works Department uses water based traffic paint on City streets for painting road centerlines, crosswalks and curbs.  The Department annually uses approximately10,000 gallons of paint.  The Public Works Department advertised for bids for the traffic paint in the Yellowstone County News for two weeks.  Bids were opened on March 23, 2021.  One bid was received from Allstates Coating Company.

ALTERNATIVES

City Council may:
  • Approve purchasing the traffic paint; or,
  • Not approve purchasing the traffic paint.  If not approved, the road centerlines, crosswalk and curbs will not be painted in 2021.

FISCAL EFFECTS

The bids are based on a price per gallon cost.  One supplier responded to the request for bid and the bidding results are as follows:

There is no appreciable increase between this bid and the cost of paint last year. Waterborne traffic paint is budgeted in the FY21 Street/Traffic fund for $150,000.  The maximum annual amount for the 3-year agreement is $150,000.
