RECOMMENDATION
Staff recommends the City Council award a contract for WO 20-12 S 32nd St W to Knife River in the amount of $4,062,265.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
WO 20-12 South 32nd Street West consists of reconstructing South 32nd Street West between King Ave West and Gabel Road. It will be widened to a 3-lane street including two travel lanes and a two-way-left-turn-lane. Other improvements include a trail connection from King Ave West to Transtech Way on the west side and sidewalk on a portion of the east side. Street lights will be added between King Ave W and Transtech Way. The project will also include pavement marking improvements on South 32nd Street West from King Avenue north to Monad Road and sidewalk widening on the west side, also from King Avenue to Monad Road. Some short water and sewer main extensions are included while the street is being reconstructed, that will be reimbursed from adjacent property development in the future. The project was advertised on March 19, 26, and April 2, 9, 2021 in the Yellowstone County News and on the City's website. Bids were opened on April 13, 2021. Two bids were received. Knife River submitted the lowest responsible bid.
ALTERNATIVES
City Council may:
- Award WO 20-12 S 32nd St W to Knife River, in the amount of $4,062,265.00; or,
- Do not award a contract and reject all bids. If the contract is not awarded, the road will continue to degrade and operate at a low level of service.

The project was budgeted in the amount of $4,269,229 in FY21 using arterial funds and assessments. The remaining contract amount will come from water and sewer funds that will be reimbursed when adjacent properties develop.
