RECOMMENDATION

Staff recommends that the City Council approve Amendment No. 1 to the City's professional engineering services contract with Burns and McDonnell Engineering Company, Inc. (BMcD) for W.O. 19-42: West End Water Treatment Plant Project in the amount of $3,778,342.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Identifying and securing an alternate source of treated water for the City of Billings is a priority to the Public Works Department.  In the current fiscal year through FY23, the City has $126 million in funding budgeted to design and build the projects needed for the new water system on Billings’ west end.  Over the next two years, design and start of construction is planned for a new reservoir, water treatment plant, river water intake and associated pump station, and approximately 6 miles of transmission pipeline.

In August 2019, City Council approved a contract with Burns and McDonnell (BMcD) to complete preliminary and detailed design, bidding, construction inspection and administration, start-up, programming, warranty and support services for a West End Water Treatment Plant (WEWTP).  The initial contract was for the preliminary design phase only.  BMcD has completed preliminary design, and staff is ready to move forward with detailed project design.

Staff worked with BMcD to make conceptual and technical decisions for the WEWTP in the following areas:
  • Yellowstone River water quality testing was performed to inform treatment process decisions.
  • Several raw water treatment process options were evaluated in detail using a number of selection criteria.
  • Treatment process trains, residuals handling and preliminary facility layouts were developed.
  • Design coordination is ongoing with the West End Reservoir project and extensions to connect to the City's water distribution system.
Under consideration is the detailed design of a WEWTP capable of treating Yellowstone River water either directly or via the West End Reservoirs to meet all primary drinking water standards.  The WEWTP will deliver up to 18 MGD and be expandable to 36 MGD.  Process design includes rapid mix chemical pre-treatment, flocculation, sedimentation and granular media filtration.  Filtered water would be pumped to a 36 MGD above-grade clearwell, and a high service pump station would deliver the treated water to new Zone 2 and 3 extensions to the City's existing water distribution system.  Detailed design of approximately 2 miles of new Zone 2 and 3 transmission pipeline extensions is included in the project.  WEWTP building design, yard piping connections and residual solids handling facilities are also included in the detailed design package.  Through anticipated implementation of the Construction Manager/General Contractor (CM/GC) alternative project delivery approach approved by Council Resolution 21-10925 in February, City staff and BMcD will procure a general contractor for inclusion on the design team.  The team will collaborate to develop at least two (2) separate work packages, so that project construction can be sequenced to begin as early and efficiently as possible.  This amendment brings engineering of the West End Water Treatment Plant (WEWTP) project through final design and also includes final design of new Zone 2 and 3 pipeline extensions to the City's distribution system.

The selection for the professional services did include this portion of the work.  This contract amendment was anticipated at the beginning of the project.  We could have contracted for the entire project under the initial contract, but the scope was unknown until the design report was completed.  By using a contract amendment, it allowed us to create a scope of work and fee that is more defined than we could have done before the design report completion.

ALTERNATIVES

City Council may:
  • Approve Contract Amendment No. 1 with Burns and McDonnell Engineering; or,
  • Not Approve Contract Amendment No. 1.  If this project is not completed, the City will be unable to proceed with the plans needed to provide for the present and future drinking water redundancy and capacity needs of City of Billings residents.

FISCAL EFFECTS

The W.O. 19-42: West End Water Treatment Plant (WEWTP) Project original professional engineering services agreement contract with Burns and McDonnell Engineering for Preliminary Design was in the amount of $883,732. Proposed Amendment No. 1 for detailed design is in the amount of $3,778,342 which includes final design of the WEWTP and final design of the Zone 2 and 3 water transmission main extensions to the existing distribution system.  The City has $5 million budgeted in the water fund for this design work.
