RECOMMENDATION
Staff recommends that City Council approve the right-of-way agreements and acquisition of property from 2425 Central Ave, LLC ,for $44,000 and from Automatic Real Estate, LLP, for $28,300.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 19-15: 24th Street West and Central Signal Improvements is a project to widen 24th Street West on the north side of Central Avenue to construct a right-turn-only lane on to Central Avenue. Additionally, the project will replace three traffic signal poles and improve the turning radius of the southeast corner of the intersection. The improvements provide safety upgrades to the intersection, replaces damaged signal poles, and increases the level of service at the intersection for south bound traffic on 24th Street West. The project requires property to be acquired on both the southeast corner to increase the turning radius and the northwest corner for the right-turn lane. Staff followed the City's property acquisition policy and obtained appraisals from The Appraisal Group, LTD for Automatic Real Estate (SE Corner) and Thomas Appraisal Services for 2425 Central Ave, LLC (NW Corner). Both property owners accepted initial offers from staff at values determined from appraisals.
ALTERNATIVES
City Council may:
- Approve the right-of-way agreements and acquisition of property from 2425 Central Ave, LLC, for $44,000 and from Automatic Real Estate, LLP, for $28,300 or,
- Not Approve right-of-way agreements and acquisition of property from 2425 Central Ave, LLC, and Automatic Real Estate, LLP. If City Council does not approve the acquisition, the intersection will continue to operate at a lower level of service, delay will not be improved, and safety improvements cannot be completed.
FISCAL EFFECTS
The acquisition has been budgeted in FY 21 in the arterial construction fund.
