RECOMMENDATION
Staff recommends the City Council approve the bid and award the contract to Knife River - Billings, in the amount of $2,477,123.90.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The improvements to be constructed by SID 1417, include construction of streetlights within Annafeld Subdivision 3rd Filing and Annafeld North Subdivision 1st Filing, as well as the construction of Elysian Road.
SID 1417, Elysian Road, was created at the May 10, 2021, city council meeting.
The project was advertised on April 23, April 30, and May 7, 2021, in the Yellowstone County News and on the City's website. Bids were opened on May 11, 2021, and four bids were received. Knife River - Billings submitted the lowest, responsible bid. The bid was higher than the engineer's estimate by approximately $500,000. McCall Development requested the city award the contract, realizing this will result in higher assessments in the SID. They are the only property owners being assessed in the SID. SID 1417 met the City's SID Raw Land District requirement with McCall Development monetarily securing or constructing at least 51% of the improvements. Since the bid was higher than expected, McCall Development will be submitting an additional monetary security in order to satisfy the City's Raw Land District requirements. In addition, the Engineering Division will be working with Knife River with some value engineering in order to save a portion of the cost.

ALTERNATIVES
City Council may:
- Approve the contract award to Knife River - Billings in the amount of $2,477,123.90; or,
- Not approve the contract award. If not awarded, the developer will be required to construct the improvements in the future.
