RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 21-18 Storm Drain Rehabilitation to Askin Construction LLC in the amount of $306,957.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 21-18, 2020 Storm Drain Rehabilitation is intended to install new storm drains at three locations throughout Billings. Schedule I and II are to replace damaged storm drain that was discovered during routine storm drain inspection by the City of Billings.  Schedule III improves poor drainage at that location.  A single contract will be awarded to the lowest bidder of all three schedules.  The schedules are as follows:
  • Schedule I : Virginia Ave. - Grand Avenue to Avenue B Alley
  • Schedule II : 8th St. West - Broadwater Avenue to Yellowstone Avenue
  • Schedule III : Cody Drive and Covert Lane
The project was advertised on May 7, May 14, and May 21, 2021, in the Yellowstone County News and on the City’s website.  Bids were opened on May 25, 2021 and 5 bids were received. Staff recommends awarding the bid to the lowest responsible, conforming bidder, Askin Construction LLC.  

ALTERNATIVES

City Council may:
  • Award WO 21-18 Storm Drain Rehabilitation to Askin Construction LLC in the amount of $306,957.00; or,
  • Not award a contract and reject all bids.  If this project is not awarded, damage to the existing storm drains will continue and could lead to costly repairs of curb, sidewalk, and roadways, as well localized flooding.

The project was budgeted in FY21 using Storm funds.  The amount budgeted was $340,000.  The remaining budget will be used for engineering charges and any possible project changes.
