Title: SID 1418 Holiday Avenue Public Hearing and Resolution Creating District
Presented by: Debi Meling
Department: Public Works
Presentation: No

RECOMMENDATION

Staff recommends that Council conduct a public hearing and approve the Resolution creating SID 1418 Holiday Avenue Improvements.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Holiday Avenue is a gravel street located between Weil Street and Songbird Drive, within City limits. This section of Holiday Avenue will be constructed to City standards, including asphalt, curb and gutter, and sidewalk. The street will be constructed through the SID process, with the improvements assessed to property owners. Gas Tax funds will be used to cover non-assessed improvements.

During the Engineering Division's public outreach for an adjacent project, Songbird Drive, an adjacent property owner expressed interest in the full construction of this unimproved portion of Holiday Avenue. This area is the low point of previously developed subdivisions to the north and has a propensity to flood. This flooding is a recurring maintenance issue, as well as an unwanted nuisance to the adjacent property owner. City staff had planned to address the stormwater issue within the Songbird Drive project; however, did not anticipate property owner interest in constructing Holiday Avenue.

Three lots front this section of Holiday Avenue, with two separate owners. City staff contacted both property owners. Both property owners are in favor of the SID. Both property owners are also aware of the upcoming work order constructing Songbird Drive.

A Resolution of Intent to Create the district was approved by City Council on May 24, 2021.  Protests will be announced at the Council Meeting.

ALTERNATIVES

City Council may:
  • Conduct a public hearing and approve the Resolution creating SID 1418, Holiday Avenue; or,
  • After holding a public hearing, not approve the resolution creating SID 1418, Holiday Avenue.  If not approved, Holiday Avenue will not be constructed and a paved connection from Weil Street to Songbird Drive will not be completed.

FISCAL EFFECTS

The funding source, estimated cost of improvements, and total project cost for SID 1418 is as follows:
SID 1418 Funding Source SID 1418 Estimated Cost
SID $250,000.00
Gas Tax $89,797.13
Total $339,797.13

Funding for SID 1418 is available in FY21 through the gravel streets program.
