PROBLEM/ISSUE STATEMENT
In January, 2005 the City Council approved donating four lots located at the intersection of 1st Avenue South and S. 25th Street to the Montana Rescue Mission to assist construction of new shelters and operation center. The Mission was given 5 years to develop the property and if it did not, the land would revert to the City. The Mission was unable to develop, so it deeded the property to the City earlier this year. During the same time, Riverstone Health (formerly City-County Health Dept.) acquired City street right of way and additional property east of the Deering Clinic for its recently completed expansion. Any future expansion would likely be to the east, so Riverstone Health requested that the City donate the 4 lots for that purpose. The City Council is being asked to adopt a resolution of intent to dispose of the property to RiverStone Health and to conduct a public hearing on that proposal.
ALTERNATIVES ANALYZED
The City Council may:
Approve the resolution of intent and set a public hearing for February 14, 2011, or
Not approve the resolution of intent and retain the property
Approve the resolution of intent and set a public hearing for February 14, 2011, or
Not approve the resolution of intent and retain the property
FINANCIAL IMPACT
There are no financial impacts for the City. The land was donated to the Mission, it deeded them to the City at no cost and the City is being asked to donate the land to RiverStone Health. The land may be worth up to $35,000, assuming a per square foot value of $2.50.
RECOMMENDATION
Staff recommends that the City Council approve the resolution of intent and set a public hearing date for January 10, 2011.
