RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 22-03 Contract No. 1 City Overlay Schedule 1 and Schedule 2 to Knife River in the amount of $1,215,246.90.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City overlay project is part of the on-going Street Preventative Maintenance Program supported by the City Council since 1985. Annually, staff identifies streets proposed for preventative maintenance that includes pavement patching, chip seal resurfacing, overlay resurfacing, and crack sealing. This contract includes two schedules. Schedule 1 will mill and overlay approximately 1.5 miles of Poly Drive (17th Street West to 13th Street West) and 4th Avenue North (North 27th Street to North 13th Street). Schedule 2 is an additional phase of work to remove and replace a portion of the deteriorated asphalt surface at Riverfront Park. A work location map for Schedule 1 is attached. The contract was advertised on November 19 and 26 and December 3, 2021, in The Yellowstone County News and on the City's website. Staff opened bids on December 7th, 2021, for W.O. 22-03 Contract No. 1 City Overlay. There were two bids received for Schedule 1 and three bids for Schedule 2. Knife River submitted the lowest responsible bid for Schedule 1 which is the overlay. Knife River also submitted the lowest responsible bid for Schedule 2 which is paving work at Riverfront Park.
ALTERNATIVES
City Council may:
- Award W.O. 22-03 Contract No. 1 City Overlay Schedule 1 and Schedule 2, to Knife River in the amount of $1,215,246.90; or,
- Do not award a contract and reject all bids. If the contract is not awarded, the streets and parks planned for maintenance will continue to degrade.

The project was budgeted in FY22 using Gas Tax, Arterial and Park District 1 funds. The amount budgeted for the Public Works PAVER project was $2,600,000.00. The remaining funds will be used for the chip seal portion of the program.
