RECOMMENDATION
Staff recommends the City Council award a contract for WO 21-11 Highwood Drive Reconstruction and SID 1411 Park Lane Paving to Askin Construction, LLC in the amount of $1,198,773.91.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
WO 21-11 Highwood Drive Reconstruction is a proposed project, situated between Rimrock Road and Poly Drive, and includes Highwood Drive, Highwood Circle, Circle Drive, and Highland Park Place. The project is included in the City's non-maintainable street program. The intent of this program is to reconstruct streets whose existing asphalt surface has deteriorated to a condition that is beyond the maintenance capabilities of typical pavement preservation methods. The program typically installs other public improvements as necessary, but at a minimum reconstructs the roadway with new asphalt pavement and concrete curb and gutter. The design for WO 21-11 utilizes the existing curb and gutter to the extent practicable, installs new curb and gutter, replaces existing curb and gutter where necessary, and installs new concrete drive approaches and driveways. Subsurface improvements are also included in the design. The project replaces the existing cast iron water mains as they are outdated and undersized to provide fire flow, and installs some new sanitary sewer and storm drain infrastructure.
SID 1411 Park Lane Paving is a proposed project situated on the west side of Highwood Drive, just south of Rimrock Road. The project is included in the City's gravel street program. The intent of the gravel street program is to bring the City's gravel streets up to a paved standard with the installation of new asphalt pavement, concrete curb and gutter, concrete drive approaches, and driveways. This project will construct asphalt pavement, concrete curb and gutter, and storm drain improvements.
WO 21-11 and SID 1411 were bid together as one project due to the close proximity of each project, with the anticipation of cost efficiencies from the effects of scale and construction efficiencies with one single contractor.
The resolution ordering improvements for WO 21-11 Highwood Drive Reconstruction and the resolution to create SID 1411 Park Lane Paving was approved by City Council during the June 14, 2021 council meeting. The project was advertised and bids were opened June 15, 2021. Two bids were received; however the project was not awarded at that time due to unfavorably high bid prices. The project was re-advertised on December 10, 17, 24, and 31, 2021 and January 7, and 14, 2022 in the Yellowstone County News and on the City's website. Bids were opened January 18, 2022. Four (4) bids were received. Askin Construction, LLC submitted the lowest responsible combined total bid for WO 21-11 and SID 1411. The 2022 bid total for WO 21-11 and SID 1411 is approximately $430,000 lower than the 2021 bid total.

ALTERNATIVES
City Council may:
- Award WO 21-11 Highwood Drive Reconstruction and SID 1411 Park Lane Paving to Askin Construction, LLC in the amount of $1,198,773.91; or,
- Not Award a contract and reject all bids. If the contract is not awarded, the improvements will not be constructed and Highwood Drive, Highwood Circle, Circle Drive, and Highland Park Place will continue to deteriorate and Park Lane, west of Highwood Drive, will remain a gravel street with continued gravel maintenance costs.

WO 21-11 was budgeted in FY22 using gas tax funds, property owner assessments, water replacement funds, and wastewater replacement funds. Adequate funds are available for this project. Total assessments do not exceed the creation resolution.
SID 1411 was budgeted in FY22 using gas tax funds and property owner assessments (SID). Adequate funds are available for this project. Total assessments do not exceed the creation resolution.
