PROBLEM/ISSUE STATEMENT


The Billings Police Department has been replacing the 20 year old Streethawk lightbars with new LED lightbars, and there are approximately 20 old lightbars currently in storage at Fleet Services.   The City has been approached by ConocoPhillips Billings Refinery for four of those lightbars. The lightbars will be installed on security vehicles at the refinery to patrol the "Conoco Triangle" area of Billings.  They have become our "eyes" in that area and regularly find suspicious people and transients, report them to the Police, and then stand by until the Police arrive.  The refinery, which is adjacent to the City, is definitely a homeland security issue and their security staff fulfills a much appreciated function in the area.  When the Police Department trained with the refinery security staff, a need for better lighting and marking of their security vehicles was identified.  ConocoPhillips has always been quick to assist our city with donations through training opportunities or financially.  We are requesting City Council declare four Streethawk lightbars and controllers as surplus property and authorize Fleet Services to release four (4) Streethawk lightbars with control boxes and red lenses to the ConocoPhillips Billings Refinery.

ALTERNATIVES ANALYZED

The City Council may:
 

  • Approve declaring 4 Streethawk lightbars and controllers as surplus and transfer ownership to ConocoPhillips Billings Refinery; or
  • Not approve declaring the 4 Streethawk lightbars and controllers as surplus and keep them in storage at Fleet Services.  

FINANCIAL IMPACT

There is no financial impact.  The light bars are nearly worthless and donating them for a useful purpose is preferable to destroying and disposing of them.  The ConocoPhillips Billings Refinery has signed the Release of All Claims form, which is on file in the City Clerk's office.  

RECOMMENDATION

Staff recommends that Council declare four (4) Streethawk lightbars with controllers and red lenses as surplus property and authorize Fleet Services to release the lightbars to the ConocoPhillips Billings Refinery.
