RECOMMENDATION
There is no action required with this Council agenda item. In the future, Council will be asked to approve a resolution ordering In improvements to assess adjacent property owners, accept potential sidewalk easement(s), approve a resolution creating a streetlight maintenance district, and approve a construction contract. Council may be asked to accept a right-of-way dedication for a potential right-of-way purchase near the Elysian Road Intersection.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
WO 22-07 is a project to reconstruct and improve Mullowney Lane from Midland Road to Elysian Road and provide a multi-use trail connection. The improvements will include sidewalk, multi-use trail, two travel lanes, storm drain improvements, a two-way left turn lane, and streetlights. The project is also planned to make intersection improvements at the Elysian Road/Mullowney Lane intersection to improve capacity, safety, and efficiency of traffic operations. The construction of Mullowney Lane will include various traffic striping changes to also improve traffic capacity, safety, and efficiency. Related to and in advance of the Mullowney Lane project, Songbird Drive was constructed in 2021 to provide an alternative route for traffic to and from Midland Road during the construction of Mullowney Lane.
The Complete Streets Policy (Resolution 16-10550) requires updates for large street improvement projects at Council Work Sessions at the 30 percent design stage. The presentation will address traffic volumes, development of design street cross-section, design alternatives for the Mullowney Lane/Elysian Road intersection, details about the complete streets, and information as required by Billings, Montana City Code Section 22-202 (a), Arterial and Collector Street Construction.
